برنامه‌های توسعه و مسائل زنان: چالش‌های مسئله‌‌شناسی سیاست‌گذار، آرمان‌گرایی و تخاصم گفتمانی

چکیده
برنامه‌های توسعه اقتصادی و اجتماعی ایران پس از انقلاب اسلامی، زنان را به‌عنوان گروهی کلیدی در نظر گرفته‌اند. بر اساس گزارش‌های رسمی، درنتیجۀ اجرای این برنامه‌ها در دو شاخص سلامت و آموزش، زنان پیشرفت‌های قابل‌ملاحظه‌ای داشته‌اند و در دو حوزۀ مشارکت اقتصادی و مشارکت سیاسی، همچنان دستاوردهای ملموسی حاصل نشده است. این پژوهش با هدف آسیب‌شناسی چالش‌های سیاست‌گذاری جنسیتی در این برنامه‌ها، از دیدگاه نظریه‌های جنسیت و توسعه، به بررسی موانع پیشرفت زنان در حوزه‌های اقتصادی و سیاسی پرداخته است. با بهره‌گیری از روش پدیدارشناسی توصیفی و انجام ۱۸ مصاحبه نیمه‌ساختاریافته با متخصصان و سیاست‌گذاران حوزه زنان، ۵۵ مفهوم استخراج و در قالب ۱۰ مضمون فرعی و ۳ مضمون اصلی دسته‌بندی شد: ۱) چالش‌های معرفتی و مفهومی، ۲) چالش‌های برنامه‌ریزی و اجرا، و ۳) چالش‌های رصد، پایش و اثرگذاری. بارزترین مانع، فقدان اجماع نظری و مفهومی در درک مسائل جنسیتی در سیاست‌گذاری است که با تقلیل هویت زنان به نقش‌های خانوادگی و نبود چارچوب‌های نظری منسجم تشدید می‌شود. تغییرات مکرر دولت‌ها و رقابت‌های گفتمانی-جناحی نیز به گسست در اجرای برنامه‌ها و کاهش اعتماد عمومی به اثربخشی آن‌ها منجر شده است. علاوه بر این، نبود شاخص‌های استاندارد پایش و بازنمایی ناکارآمد دستاوردها، درک عمومی زنان از تأثیر برنامه‌های توسعه را تضعیف کرده و شکاف میان حاکمیت و جامعه را عمیق‌تر ساخته است. این مطالعه بر ضرورت بازنگری در چارچوب‌های نظری، تقویت ساختارهای نهادی، و ارتقای مشارکت مدنی برای دستیابی به توسعه عادلانه و پایدار تأکید دارد.
