تحلیل جنسیتی چالش‌های دانشجویان افغانستانی در ورود به نظام آموزش عالی ایران

چکیده
جمهوری اسلامی ایران یکی از مهمترین کشورهای میزبان مهاجران افغانستان در چهار دهه­ گذشته بوده و جامعۀ دانشجویان افغانستانی با اختلاف بسیار، بزرگترین گروه دانشجویان غیر ایرانی در آموزش عالی ایران است. پژوهش پیش­رو در پی پاسخگویی به این دو سؤال است که مهمترین موانع و چالش­‌های دانشجویان افغانستانی در مرحلۀ ورود به آموزش عالی ایران چیست و تجربۀ زیستۀ دختران دانشجوی افغانستانی در این مرحله چگونه در فرایند انطباق فرهنگی آنان صورت­‌بندی می­شود. روش جمع­ آوری داده­ ها ترکیبی از منابع اسنادی و کتابخانه‌­ای، مصاحبه نیمه‌ساخت‌مند با 71 دانشجوی افغانستانی و مصاحبه با نهادهای ذیر­بط بوده و براساس مدل انگیزه‌­های فرهنگ­‌پذیری و تکنیک تحلیل مضمون مورد بررسی قرار گرفته است. نتایج نشان داد که آموزش عالی ایران با تقویت سرمایۀ فرهنگی و اجتماعی دختران افغانستانی نقش مهمی در تحرک عمودی آنان داشته است اما مواجهۀ دانشجویان افغانستانی با مجموعه موانعی که در مرحله پیش از ورود به دانشگاه وجود دارد فرایند فرهنگ­‌پذیری این گروه را تحت تأثیر قرار می‌­دهد. سختی مضاعف کنکور با موضوع شهرها و رشته‌­های ممنوعه، تعدد نهادهای تصمیم­‌گیر در حوزۀ دانشجویان بین‌­المللی، چالش‌­های بوروکراتیک انتقال از نهاد آموزش و پرورش به نهاد آموزش عالی، ضعف اطلاع‌رسانی و نبود وحدت رویه در سیاست‌گذاری­‌های موجود در حوزۀ مهاجران، تأثیر روابط سیاسی دو کشور و معادلات منطقه‌­ای بر نهاد دانشگاه، چالش شهریه، ابهام در بورسیه­‌های تحصیلی و تأثیر قانون تبدیل وضعیت اقامتی مهاجران در ریزش سهم دختران در آموزش عالی از مهمترین چالش­‌های دانشجویان افغانستانی در ایران می­‌باشد. فرهنگ­‌پذیری ناقص و ناموزون به افزایش برخورد متعصبانه و تشدید سوگیری فرهنگی خواهد انجامید که منافع ملی کشور را تحت الشعاع قرار خواهد داد. این مسئله تبعات متعددی در پی دارد و به راحتی می­تواند بر هدف اصلی بین‌­المللی­‌سازی آموزش عالی ایران که در کلیۀ اسناد بالادستی، مبنی بر تربیت سفیر فرهنگی مورد تأکید قرار دارد؛ تأثیر معکوس بگذارد.
