The water crisis in Iran is a problem beyond drought cycles. Although the decrease in rainfall and the change in its pattern have caused a reduction in the accumulation of water resources, the water situation has become critical at many Iranians' ontological and epistemological levels. This article aims to read the water crisis in Iran as a social problem through the collective action of Isfahani farmers and the water crisis in Zayandehroud. The main idea of this article refers to the protest situation in 2017 in the east of Isfahan. This article used qualitative content analysis, analysis of media representations, semantic interpretation, and Johnston's conceptual framework. The results showed that with the worsening of the country's water situation and the emergence of social unrest, the diagnostic framework of hydraulic drought had given its place to the diagnostic framework of unfair allocation, and the arousal of collective action in Zayandehroud has emerged from this. The three main themes discovered are as follows: 1) The interpretative space that shows the formation of the political matter in Zayandehroud. 2) The performance space represents the strategy of being legal, the approach of being an insider and staying an insider, the strategy of continuity and stability of protests, and the strategy of the oppressed subject. 3) The structural space affects the farmers' trade union system at the institutional and practical levels.
