fa پیش‌ران‌های مؤثر بر تغییر ارزش‌های اجتماعی معطوف به حکومت مطلوب در ایران امروز Effective Drivers for Changing Social Values Aimed at Desired Government in Today's Iran امنیت Security پژوهشی اصیل Original Research <div style="text-align: justify;">مسئلۀ اصلی این تحقیق، شناسایی تغییرات در حوزۀ ارزش‌های اجتماعی معطوف به حکومت مطلوب (یافتن این ارزش‌ها در جامعۀ امروز ایران و نیز بازنمود و اولویت‌بندی پیش‌ران‌های مؤثر بر تغییر آن‌ها) در دهۀ پیش‌روست. از لحاظ روش‌شناسی، این تحقیق، پژوهشی آینده‌پژوهانه و کاربردی، بر مبنای پارادایم واقع‌گرایی انتقادی به شمار می‌رود و برای انجام آن، از روش‌های تحلیل محتوای کیفی، محیط‌شناسی و مدل S.T.E.E.P.V، تحلیل تأثیر متقابل، تکنیک‌های مطالعۀ کتابخانه‌ای، کدگذاری باز، پانل خبرگان، پرسشنامه، ماتریس تأثیرات متقابل و نرم‌افزار میک‌مک و نمونه‌گیری هدفمند، گلوله‌برفی و متخصصان دردسترس استفاده شده است. در پاسخ به پرسش نخست، دموکراسی، شایسته‌سالاری، عملکرد مطلوب، شفافیت، قانون‌مندی، پاسخ‌گویی، مشروعیت عقلانی حکومت، توسعۀ همه‌جانبه و حل مسائل، رفاه، امنیت، وجود نهادهای مدنی، جریان آزاد اطلاعات و امکان مشارکت و مطالبه‌گری، کاهش فساد، عدالت و آزادی در حوزه‌های مختلف، استقلال و منزلت بین‌المللی، ارزش‌های اجتماعی موجود (از دیدگاه مردم) معطوف به حکومت مطلوب شناسایی شدند. در پاسخ به پرسش دوم، یافته‌ها نشان داد سه پیش‌ران «ظهور طبقۀ اشرافی بعد از جنگ و آشکارشدن نمادها و نشانه‌های ثروت و تقابل آن با ارزش‌های انقلاب 57»، «نبود فضای مناسب برای بیان خواسته‌های مردم و عدم تحقق خواست‌ها و مطالبات آن‌ها در قوانین، ساختار و بافتار حکومت» و «قرائت و برداشت رادیکال و بنیادگرایانه از دین توسط حکومت»، کلیدی‌ترین متغیرهای سیستم و تأثیرگذارترین پیش‌ران‌ها بر تغییر ارزش‌های اجتماعی معطوف به حکومت مطلوب هستند. علاوه‌براین، هفت پیش‌ران «نبود مؤلفه‌های حکمرانی مطلوب (دموکراسی، توسعه، قانون‌مداری)»، «وجود تبعیض، نابرابری و بی‌عدالتی (دینی، جنسیتی، طبقه‌ای، مکانی و قومی)»، «پنهان‌کاری، دروغ‌گویی، ریا و عدم شفافیت در رفتار و گفتار مسئولین»، «کاهش نقش نخبگان متخصص و افزایش نقش طرفداران غیرمتخصص (حکومت)» «وجود فساد (اداری، اقتصادی و سیاسی)»، «عملکرد نامطلوب و عدم کارایی ساختارهای سیاسی و اداری» و «انواع شکاف‌ها (اعتقادی، جنسیتی، نسلی، سیاسی، فرهنگی، اجتماعی و اقتصادی)» از این پتانسیل برخوردارند که به زمرۀ پیش‌ران‌های کلیدی مؤثر بر تغییر ارزش‌ها بپیوندند و جهت و شدت ارزش‌های یادشده و درنتیجه آیندۀ پیش رو را متفاوت‌تر رقم بزنند.</div> <div style="text-align: justify;">The main issue of the present article is the changes in the field of social values (from the people's point of view) aimed at the desired government, which has been addressed with two main goals; 1- Finding these values in today's Iranian society; and 2- Identifying and prioritizing the driving forces affecting their change in the next decade. In terms of methodology, it is a forward-looking and applied research, based on the critical realism paradigm. From qualitative content analysis methods, ecology and S.T.E.E.P.V model, interaction analysis; library study techniques, open coding, expert panel, Likert scale questionnaire, interaction matrix and MicMac software; and purposive sampling, snowball, and available experts are used. The findings in response to the first question indicate that democracy, meritocracy, optimal performance, transparency, legality, accountability, rational legitimacy of government, all-round development and problem solving, prosperity, security, existence of civil institutions, flow free information and the possibility of participation and making demands, reducing corruption, justice and freedom in various fields, independence, and international dignity, existing social values (from the people's point of view) are aimed at the desired government. In response to the second question, the findings show that the three drivers of the emergence of the elite class after the war and the revelation of the symbols and signs of wealth and its confrontation with the values of the 1979 revolution, the absence of a suitable space for expressing the people's wishes and the lack of fulfillment their demands in the laws, structure and context of government, as well as reading and radical and fundamentalist interpretation of religion by the government are the most key variables of the system and the most influential drivers on the change of social values (from the people's point of view) aimed at the desired government. In addition, the 7 drivers such as "lack of desirable governance components (democracy, development, rule of law)", "existence of discrimination, inequality and injustice (religious, gender, class, place and ethnicity)", "concealment, lying, hypocrisy and lack of transparency in the behavior and speech of the officials", "reducing the role of expert elites and increasing the role of non-specialist supporters (government)", "existence of corruption (administrative, economic and political)", unfavorable performance and inefficiency of political and administrative structures" and "all kinds of gaps (religious, gender, generational, political, cultural, social and economic)" have the potential to join the category of the key drivers affecting the change of values, make the direction and intensity of these mentioned changes and as a result make the upcoming futures more different.</div> آینده‌پژوهی, تغییر ارزش‌ها, حکومت مطلوب, تحلیل تأثیر متقابل, پیش‌ران‌ها, نرم‌افزار میک‌مک.
