other فساد مالی؛ هم‌کنشی عاملان مستعد و ساختارهای معیوب Financial corruption; interaction of agents and defective structure امنیت Security پژوهشی اصیل Original Research <div style="text-align: justify;">یکی از مهم‌ترین چالش‌های پیش‌روی دولت‌ها، فساد اداری شامل اختلاس، تقلب، رانت‌خواری، سوءاستفاده و خیانت در بیت‌المال است. پژوهش حاضر مهم‌ترین دلایل ایجادکنندهٔ این نوع از فساد را با روش نمونه‌گیری هدفمند از طریق مصاحبه با ۸ نفر محکوم به فساد مالی واکاوی کرده است. با بررسی داده‌ها، شرایط و زمینه‌های منجر به فساد مالی با سه مضمون فراگیر «شخصیت‌های فسادآفرین»، «سازمان‌های تبعیض‌آفرین نارسا» و «ساختارهای ناکارآمد فساد» استخراج شده‌اند. طبق یافته‌ها، ساختار و عاملیت در ارتکاب به فساد مالی به صورت شبکه‌ای در هَم‌کُنشی با یکدیگر قرار می‌گیرند؛ به این معنی که سطوح سازمانی و ساختاری و ویژگی‌های شخصیتی عاملان در یک ساختار شبکه‌ای و یک رابطهٔ تشدیدکننده یا ترقیق‌کننده، بسترساز ارتکاب به فساد مالی می‌شوند. بر اساس یافته‌ها می‌توان گفت ابعاد مختلف سازمانی و ساختاری با هم و همین‌طور با دلالت‌های عامل‌گرا با یکدیگر در یک ساختار شبکه‌ای، می‌توانند عاملان مستعد و ساختارهای معیوب را به هم نزدیک‌تر و بستر ارتکاب به فساد را مساعدتر کنند. ساختار و عاملیت دو روی یک سکه‌اند و کنشگران حین کنش متقابل و در اثر تکرار رفتارها، ساخت را بازسازی می‌کنند و افراد هم‌زمان با به‌وجودآوردن جامعه و ساختارهای آن، خود نیز تحت تأثیر قرار می‌گیرند.</div> <div style="text-align: justify;">One of the most important challenges facing governments is corruption, which includes embezzlement, fraud, rent-seeking, misuse and betrayal of the treasury. The present study, by interviewing with the eight people accused of economic corruption, seeks to investigate the most important implications that have led to economic corruption. Samples were selected with purposeful method sampling and interviewed in depth. Following the analysis of the data, the conditions and contexts leading to corruption have been extracted with the three general themes of "corrupt personalities", "unsuccessful discriminatory organizations" and "dysfunctional structures of corruption". "Negative mindset", "mindfulness", "reduction of work ethic and conscience" and "dangerous elites" have been identified as the characteristics of corrupting personalities. "Internal discrimination", "partisanship", "illegality of managers", "weak organizational structure", "incompetence", poor support and living conditions of employees "," working conditions "and" trapping "have been extracted as various dimensions of failing organizations. "Incompetent managers", "weak enforcement", "weak monitoring systems", "corrupt network relations", "bus management" and "kinship" have also been identified as dimensions of a dysfunctional corruption structure.
